Transforming DMA’s Digital Content Management Landscape with Adobe Experience Manager (AEM) 

Overview

The Department of Defense (DoD) Defense Media Activity (DMA) recognized the need to overhaul its web infrastructure to improve public outreach and comply with modern standards. Sky Solutions led this transformation in collaboration with the DoD, using Adobe Experience Manager (AEM) to advance the WEB NextGen Platform. To meet DMA’s need for a robust digital content management system, Sky Solutions proposed a solution that included a pilot program, testing and evaluation, website migration, documentation, and a structured transition phase.

Goal

The goal of this project was to modernize the Department of Defense’s (DoD) digital content management system by migrating to Adobe Experience Manager (AEM) for the Defense Media Activity (DMA). This initiative aimed to enhance public outreach, streamline content management, and ensure compliance with modern standards such as the 21st Century IDEA and the OPEN Government Data Act. By leveraging agile practices and a user-centered design approach, Sky Solutions worked to improve platform innovation, content accessibility, and the overall user experience across DoD public-facing websites.

Challenge

The Department of Defense (DoD) is at the forefront of communicating critical information to the public through digital channels, and the Defense Media Activity (DMA) played a pivotal role in this mission. DMA faced the challenge of adhering to the 21st Century IDEA and the OPEN Government Data Act. To meet these mandates, DMA envisioned a modernized, standardized, and centralized shared service for all public information on official DoD websites.

To address this challenge, DMA conducted extensive research and analysis, identifying a Software-as-a-Service (SaaS) platform through a joint working group. The selected platform, Adobe Experience Manager (AEM), matched the criteria and underwent sandbox testing. However, its validation, documentation, and the migration of existing content from the legacy Content Management System (CMS) were pending.

Solutions

Sky Solutions developed a comprehensive approach to fulfill DMA’s requirements, using Human-Centered Design (HCD), agile delivery, DevSecOps, and modern product management practices. Leveraging AEM’s capabilities and Sky’s project management expertise, the project focused on platform innovation and end-user experience. As an Adobe Certified Reseller with Government Specialization, Sky supported DMA in procuring, configuring, and pilot testing AEM.

Using a SAFe agile approach and tools such as Jira, we ensured visibility, transparency, and efficient tracking of deliverables. The successful migration and modernization of selected websites showcased Sky’s expertise in development, maintenance, and security operations, aligned with industry best practices. We also supported the DoD in acquiring AEM licenses for the DMA WEB NextGen Pilot, streamlining the acquisition of necessary cloud-based licenses. Sky’s application development framework (Sky Factory), program management plan, and communication strategy helped overcome DMA’s challenges and successfully implement AEM.

We supported Product Management by defining the MVP, product backlog, prioritization, and roadmap. Participating in Program Increment (PI) events, we created epics, features, user stories, dependencies, and risks from the product backlog, managing them to completion using Jira. We held demo sessions to elicit feedback, fostering collaboration and transparency. Throughout the execution, we adhered to HCD and ADA guidelines, conducting user research and developing personas, empathy maps, and journey maps to understand end-users’ needs. Our UI/UX architects performed qualitative and quantitative research, ideated prototypes, tested solutions, and documented users’ goals and behaviors. We also created a comprehensive UI/UX guidelines document for design, layout, style, and formatting.

We complied with all relevant laws and regulations, including the Rehabilitation Act, Section 508, and the IDEA Act. Sky ensured a systematic handover of responsibilities to DMA’s internal teams. Our Transition-out approach minimized impact and risk during the transfer of systems and services, maintaining continuity of operations and program knowledge.

Outcome

The successful implementation of the AEM framework significantly enhanced DMA’s mission capabilities and the availability of its digital platforms. Hosting around 1,000 public-facing websites for various DoD entities, the WEB NextGen platform—with its advanced content management capabilities—streamlined processes for authoring, editing, and publishing content across multiple channels, reducing manual effort and boosting productivity. Our approach to migration and modernization, prioritizing out-of-the-box (OOTB) solutions, reusable components, standardized processes and a Component Foundation Library, accelerated development timelines. This enabled DMA to quickly introduce new websites and features, responding swiftly to evolving user needs and organizational requirements.
